- Requires the establishment of Customs-to-Business partnerships where Customs administrations can rely on a private business partner, known as an Authorized Economic Operator (AEO) and approved by a national Customs administration as complying with WCO security standards, to assess and address threats in their own supply chain thereby minimizing the risks challenging Customs
- Demands that AEOs incorporate security best practices into the enterprise´s existing business practices
- Requires that the Customs administration and representatives from the trade community mutually design validation processes or quality accreditation systems that give incentives to enterprises that become AEOs
- Stipulates that all parties will use modern technologies to maintain cargo and container integrity
- Mandates that Customs administrations regularly update Customs-to-Business programs to maintain and promote minimum security standards and best practices in supply chain security
- Requires that Customs administrations cooperate with AEOs to augment security and facilitation of the global trade supply chain in its sector
The World Customs Organization SAFE (Secure and Facilitate Global Trade) Framework of Standards creates standards expected to secure and facilitate the supply chain at an international level. This is accomplished by promoting certainty and predictability, integrating supply chain management for all transport modes, improving the roles, capabilities, and cooperation of Customs, and strengthening the cooperation of Customs and enterprise. In the implementation of these standards, there will be an increased ability and efficiency when dealing with high-risk consignments and administration of goods, which benefits the nations, Customs administrations, and businesses involved.
